Mr. EFL Answer Man

On the Kazmir Road?

Dear Mr. EFL Answer Man:

We had free agents in our draft last meeting who were there because they had been traded for minor leaguers.  Will those, such as Scott Kazmir, who were not selected remain available at the next meeting or was their availability only for a single month?

Dear Needy:

We draft each month from a list of available players, which includes … well, you seem to be a man who appreciates reading good codifications, so:

In Season Drafts:

  1. The Commissioner maintains during the season a list of “Available Players” which includes all the following:
    1. Players on the preseason Rookie Draft List and Free Agent List who were not taken by any EFL team, nor by the computer, when the Rookie Draft and preseason Free Agent Draft ended (all EFL teams having passed or reached their roster or salary limits);
    2. Players who, since the closing of the EFL preseason Free Agent draft list became Free Agents; and
    3. Debutants, i.e., players unowned in the EFL who debuted in MLB since Opening Day of the current season. (Players who are already owned by an EFL team when they debut are not Debutants. Instead, they become Rookies upon being activated by their EFL team, or at the next Opening Day, whichever comes first, with their Rookie status expiring at the end of their fifth season as EFL Rookies.)

You can see how subparagraph 2 answers your question.  It might as well say “Players who are Scott Kazmir in August 2015.”  So, when and where will you be starting the bidding?

Dear Mr. EFL Answer Man:

Good questions.  When will me meet, and where?

Dear Needy:

Ummm… I don’t know. Give me more time to think about this.
